gh-157475: Add structured version info for decimal (GH-157476)

Add constants decimal.LIBMPDEC_VERSION, decimal.libmpdec_version,
decimal.LIBMPDEC_VERSION_INFO, and decimal.libmpdec_version_info in
the C implementation, which provide information about the version of
the libmpdec library in use.
