Calls dryan/reusable-workflows dependabot-ci.yml (install from the
lockfile, run build and test scripts if the project has them, advisory
audit), the same as the other repos. Once merged, `ci / build` becomes a
required status check on main so "require branches to be up to date"
actually applies.

Bare `vitest` exits 1 with "No test files found" (and would sit in watch
mode locally), which fails the new CI's test step. Run once and pass on
an empty suite; `test:ui` and `npx vitest` still give watch mode, and
`test:run` is unchanged.
