[Bug]: Egregious peformance while pkgcheck-ing `dev-python/click`

Current Behavior

While running pkgcheck scan in dev-python/click as of 86b3c083aac2b68783f2d101325f0da96cb9a9b0 it is incredibly slow:

$ time pkgcheck scan
gentoo -- updating eclass cache: kernel-2           
gentoo -- updating profiles cache: x86        

real	2m25,621s
user	4m26,139s
sys	0m4,278s

However, if we add 3.15 to PYTHON_COMPAT (as in 03a545f399bba4e2ccc3845af624c815514bae89 that was reverted for this reason), it becomes so slow that CI timed out after 2 hours.

I'm going to comment out distutils_enable_sphinx call in click to work around the problem.
