Python installation is not detected by the python plugin without vcredist installed

Setup:
Windows 11 clean VM

Steps:

1. Install Python 3.13.13 with custom options: Installation for all users (in default path program files)
2. Install Runner 2.3 from KS8500
3. Install Python plugin 2.3.1 on the runner in KS8500 session
4. Create a new test plan - > Confirm issue, Python not detected warning displayed
5. Locally, in the runner installation, install the Vcredist plugin
6. Create a new test plan - > Confirm correct behavior, python warning no longer displayed
