Ubuntu 24.04
KS8400 v9.30.0
Python & PythonExamples v3.2.0-RC.6

Describe the bug
Error displayed when installing PythonExamples from Package Manager

To Reproduce
Steps to reproduce the behavior:

1. Install KS8400 v9.30.0
2. Launch Package Manager
3. Find "PythonExamples"
4. Select "Release Candidate" and select version 3.2.0-RC.6
5. Install PythonExamples - confirm the first error appears: Unable to initialize OpenTAP.
6. Delete Python & PythonExamples from PackageCache
7. Reinstall KS8400 v9.30.0
8. Repeat steps 2-5 - confirm the different behavior: "Reinstall with --force" is required and additional errors are displayed - see Screenshots

Actual behavior
Errors is displayed in the Package Manager log

That error is because pip has changed the strategy to expect a virtual environment instead of using the global environment. We will add support for this in a future version and then recommend using a virtual environment.
