add setup.py formatting patch for the OpenSSL 3 port

Adds python36-setup-py-black.patch (+3 273 lines). Pure black
reformatting of setup.py, plus adding _ssl_data.h / _ssl_data_111.h
/ _ssl_data_300.h to the _ssl extension dependency list and dropping the
obsolete minimum-OpenSSL-version gate (no functional change).
