Subject: [PATCH] fix(ci): bump setup-android to v4.0.4

v4.0.1 installs the `tools` SDK package, which Google no longer serves,
so `Setup Android SDK` fails with "Failed to find package 'tools'" on
every run. v4.0.2 stopped installing it.

No .pinact.yaml exception needed: v4.0.4 is older than the 7-day min_age
cooldown, so pinact run --verify-min-age accepts it as-is.
