ci: Increase Maven heap for release tasks (#2653)

* Use Maven task in release pipeline

Replace Maven wrapper invocations with Maven@4 tasks so network-isolated builds use the hosted Maven installation and authenticated Azure Artifacts mirror.

* Increase Maven task heap size

Configure the release pipeline Maven tasks with a 3 GB JVM heap so javac can compile the generated SDK sources without exhausting its default heap.
