5. Create API for creating and updating application and APIs [12/11/2024]

• The API should be protected with MSAL using Microsoft tenant (Entra app to be created)
• Each endpoint should have properly authorization. (i.e. return 403 if user trying to update an application is not list as owner of the application)
• This task should also update the portal UI so that the actual calls are made to the API
