Upgrade maven-artifact dependency

Hi,

Can you upgrade the maven artifact dependency: org.apache.maven:maven-artifact:jar:3.9.6
This version of maven-artifact has some dependencies that contain CVE's: https://mvnrepository.com/artifact/org.apache.maven/maven-artifact/3.9.6

Perhaps the maven artifact dependency can be removed. See the existing pull request: "Remove runtime dependency on maven-artifact": #266
