-c (cores) looks like it doesnt work  #81

Dear CADD team developer

Thanks again for the nice job!
i am running cadd like " CADD.sh -c 8 -o wes_1.tsv.gz input1.vcf"

i have assigned 8 cores to CADD, but still output i get :
Provided cores: 1 (use --cores to define parallelism)
Rules claiming more threads will be scaled down.

could you please let me know if i have to assign the number of cores in a another way? or that one is a right way of assigning it.
