During an image rollout the two disagree on preinstalled library versions and 'dpkg -i' aborts on a versioned dependency -- ubuntu-22.04 image 20260831.284 carries libevent-core 2.1.12-stable-1build3 while the cached libevent-dev from image 20260907.292 requires 2.1.12-stable-1ubuntu0.1.
