License terms for project are ambiguous

I'd not noticed this before but the libopeninv project has an LGPL license file. All of the files in libopeninv that I can find seem to have GPL v3 license headers.

I think this means that the file headers take precedence but IANAL.

Not sure if I spent much thought on it. Might as well change it to V3 then

All the projects I know off that use libopeninv are GPL. Keeping the same license everywhere makes it easy to move common functionality into libopeninv as it matures and such.
