Link Reply to a conversation and Manage a conversation (Preview, 2.16) (#689)

* Link Reply to a conversation and Manage a conversation

The Reply page only lists comment, note and quick_reply for admins, so
readers don't find close, open, snooze or assign. Point each endpoint
at the other in Preview and 2.16.

* Move Reply cross-link into an info box below the bot replies warning

Places the Reply to a conversation link in the same spot as the one on
Manage a conversation, so both endpoints show it the same way.
