Bump vcrpy and requests_toolbelt (#440)

* Bump vcrpy and remove urllib3 restriction
* Restrict vcrpy to 4.4.0 to still support Python 3.7
* Bump requests_toolbelt to 1.0.0 to make it work with urllib3 2.x
