Update team members and news

- Remove two PhD students from team
- Repack PhD grid rows after removal
- Add three new undergraduate members with photos
- Add new undergrad grid row for additional member
- Add February 2026 news item for PhD defense
- Relax webrick version constraint in Gemfile
