The Dojo devtool needs to display messages published by the dojo/diagnostics API.
We decided that we want to use as many features of each browser's built-in dev tools as possible so for messaging viewing, we will use the console. Because we have decided to use postMessage to publish messages, we need the dojo/devtool browser extension to subscribe to messages and display them in the console.
We are treating the current dojo/devtool implementation as a prototype and therefore have no requirement to keep any of the existing code.
