fix: ability to optionally enable and disable otel

What

• Currently we would have a lot of unnecessary otel logs coming if we configure OTEL incorrectly or with default configs
• Instead there should be an option IS_ENABLE_OTEL similar to how it is done in platform in the apps/api-gateway/src/tracer.ts linke 25 to be exact
