Unify plain text layout of Section 4 of CC-BY-ND 4.0

Add empty lines between items in Section 4 of CC-BY-ND 4.0.
This is in line with the layout of the other sections of CC-BY-ND 4.0 and with
Section 4 of all the other CC licenses.
