Step 1 of the deploy-counter recipe (RELEASE_GATES.md § Release cadence and
ownership): the module agent's own build changed since v0.0.93 — core moved
from a v0.5.11 pseudo-version to v0.18.0 (#1071, #1052) and golang.org/x/net
to v0.60.0 (#1053) — so its version moves 0.0.46 → 0.0.47. 0.0.47 is the
module agent's version, not the deploy counter; the annotated v0.0.94 tag goes
on this commit once it is on main.
