OTel: Add cloudfoundry resource provider

Hi,
Would it be reasonable to ask for io.opentelemetry.contrib:opentelemetry-cloudfoundry-resources (GH Repo) to be included in the buildpack for when OpenTelemetry is activated? It's a resource provider that sets the Resource.cloudfoundry.* fields from the VCAP_APPLICATION (so space, org, etc.).

Or is it there already (and if so, how to activate it)?
