Add logging mechanism to BotBuilder class

Introduce a new logging mechanism to the `TelegramBot.Builders` namespace.
Add a `Logging` property of type `ILoggingBuilder` to the `BotBuilder` class.
Initialize `Logging` in the `BotBuilder` constructor with `TelegramLoggerBuilder`.
Create `TelegramLoggerBuilder` class to manage logging services.
Define `TelegramLoggerBuilder` in a new file, `TelegramLoggerBuilder.cs`.
