FE: Wrap (results/winners page + announcement + archive)

Context

Part of the Bounty Operate to Payout milestone (v1 boundless, Wrap). After payout, publish results, announce winners, and close out.

Blueprint to mirror

• Hackathon announcements / results publish flow.

Tasks

• Results/winners view on the completed bounty: winners by position + tier amounts + payout tx (consume the results read).
• Publish a winners announcement (message + winners) -> triggers winner + community notifications.
• Close/archive a completed or cancelled bounty (archive + restore; never hard-delete).

Acceptance criteria

• Organizer can publish results + announce winners; completed/cancelled bounties can be archived.

Depends on

• Backend Wrap endpoints (results/announcement/archive); payout step.
