I merged the two PRs that deprecated object_store integration (#10308) from @brancz 🙏

• arrow-avro: Deprecate object_store integration #10484

I have two comment/documentation follow ups that would be nice, but not necessary, to get in:

• chore(parquet): add link to ticket in object_store deprecation message #10502
• chore(avro): add link to ticket in object_store deprecation message #10503

Release wise, I hijacked @Jefffrey 's PR to use git-cliff to also actually bump the version and the CHANGELOG
