Add Config JSON

In the user's home directory, according to the platform's conventions, allow creation of a json file that handles configuration (default running state) of the app.

• All of the CLI options should be represented.
• All options should be... optional.

Steps:

• Define Schema
• Implement JSON-read step in load
• Deal with error handling.
