Convert ParameterManager outputs to log4cplus

ParameterManager currently outputs errors using cerr. These should be converted to log4cplus outputs for consistency with the rest of the console output.

Should these all just be fatal? We never check for successful reads, so we always end up using uninitialized variables, which is bad.

Yeah true, if the parameter isn't in the config file then the simulation will probably be wrong and the simulator should exit rather than continue.

Related to #196. There are more files using cerr and cout than just the parameter manager.

Yes, these should be logged as fatal. Probably should generate an exit. In the long run, it would be good to keep the program running as long as possible (for example, all the way up to — but not including — the start of the simulation) to log the maximum number of errors, rather than having the user run the program multiple times, just getting one error. But that would require having a facility like a "launch checklist", available for each step that has prerequisites to check to see if everything it depends on went well before it starts (and exiting the program otherwise). I'm not sure if that's a good idea or not...

Side note:
Whoever does this should also probably clean up FixedLayout::loadParameters(), DynamicLayout::loadParameters(), and Layout911::loadParameters() because some of that code will become redundant.
