Review `Code::TidyAll` plugins

By accident I just stumbled about the fact that Code::TidyAll is plugin-capable and quite some plugins exist. A bunch of those plugins does stuff we implemented by hand, and I think that it would be a tempting idea to rewrite those parts using standardized modules:

• Code::TidyAll::Plugin::PerlCritic
• Code::TidyAll::Plugin::PerlTidy
• Code::TidyAll::Plugin::ESLint (looking for a maintainer)

Additionally, there are things which would be nice to have:

• Code::TidyAll::Plugin::PodTidy
• Code::TidyAll::Plugin::PodSpell
• Code::TidyAll::Plugin::YAML
