Update depenencies (#1278)

This PR updates several development dependencies to their latest versions, including ESLint configuration, Node.js type definitions, and various testing/linting tools.

- Updates ESLint JavaScript configuration and Node.js types
- Upgrades testing utilities (sinon, tsd) and development tools (lint-staged)
- Maintains consistency with latest available versions for better compatibility
