release: 0.41.0

vgi.v2's registry, VgiService, is now generated from the reference by
vgi-python's vgi.codegen.java_registry. Every method takes a CallContext.
The surface is unchanged on the wire: 72 methods, the reference hash. Still
built on vgirpc 0.30.0.
