Bug: stub /api/markets list still returns the empty array even after seeding

Description

This is a backend issue for the GrantFox campaign. Despite #114 replacing the stub, an in-memory bypass path remains for tests; remove and use the real repo path.

Requirements and Context

• Identify bypass
• Remove if non-test
• Fix tests
• Add regression test
• Must be secure, tested, and documented
• Should be efficient and easy to review

Suggested Execution

1. Fork the repo and create a branch

   git checkout -b bug/markets-stub

2. Implement changes
   • src/routes/markets.ts
   • tests/markets.test.ts
3. Test and commit
   • Run the repo's standard test suite and lint
   • Cover edge cases; include output in the PR

Example commit message

fix: remove residual stub path on /api/markets

Acceptance Criteria

• Stub removed
• Tests updated
• Regression added
• No flakes

Guidelines

• Minimum 90% test coverage on changed lines
• Input validation at the boundary; standardized error envelope
• Structured logging with correlation IDs
• Clear documentation and inline comments
• Timeframe: 96 hours
