codegen: support arm64 as a development platform and build target on Windows 11 #4482

Description

@paulo-assoc

The problem

Perry should support ARM architecture on Windows because the Windows ecosystem is shifting toward ARM-based devices, and developers expect their tools and apps to run natively, efficiently, and without emulation penalties.

Justifications:

  1. Growing market of ARM‑based Windows devices
  2. Performance and efficiency advantages
  3. Emulation using Prism is not a long‑term solution
  4. Developer expectations
  5. Cross‑platform consistency
  6. Future‑proofing
  7. Better user experience
