i cant install the program

How does Path of Building behave?

when i try to install it gives me this error

but only pob related thing that is open is the installer , i had pob2 but didnt update to i tried to delete and re install but cant delete bc it says the app is open when i try to uninstall but again only thing open is uninstall menu, and it gives me the same error when i try to install pob2

this is my task manager that pob is the installer.

and i use wire shock vpn can that cause a problem ?

Have you tried restarting your PC and then trying to install?
