The divisions theme appears to be missing all 10 cantons of the Federation of Bosnia and Herzegovina.

These cantons exist in OpenStreetMap as boundary=administrative relations with admin_level=5. For example, Tuzla Canton is OSM relation 2528152.

In Overture municipalities are assigned directly to the Federation of Bosnia and Herzegovina, so the hierarchy is:
