Missing a license file on this repo.

It says here it is open, and that would be my assumption given the topic of the website! but...

The website just says "© 2018 - Copyright OpenUK" in the footer which might cause people to assume it's "all rights reserved".

So we need LICENSE.txt file here, and I would suggest a tad more description in that footer. Maybe a link to this github repo

Thanks Harry - you are quite right, we need to get this in order. The site will be CC-BY-SA and code will be common OSI OSS licence. Will get this in place. Feel free to make a PR if you want to propose this.
