[feature] Add virtualize_to_icechunk functionality

[oj-tooth]

• Add virtualize_to_icechunk() function to be called from the CLI or imported into a Python script.
• Enable virtualising of existing archival datasets stored in cloud object storage into an icechunk repository.
• Add an example demo to the examples/ folder.
