Develop Conda environment for Terminator computer

@Formanj-0, I created the environment we discussed today. Please verify the following:

1. You are able to access the environment on your user account on the Terminator computer.
2. You are able to utilize all packages that you expect the environment to provide except for cellpose, which I have not yet installed.

Once you confirm that these are true, assign this issue to me, and I will install CUDA-enabled PyTorch and then Cellpose.

My code works well now, aside from cellpose. There is a commit in my branch that need to be reverted when cellpose is installed. I also had to change the ndtiff version from 3.something to 1.6.1

@Formanj-0, I had thought we might need to lock the version of ndtiff (we're now doing so for terminator), but I wasn't sure. When I get the opportunity (probably Thursday, maybe in the evening), I will complete the installation of the environment.

In the meantime, if you have quick test code that I would be able to run, please point me to it and provide instructions. If it's not already part of the repository, please add it, e.g. on a branch for this issue.

@Formanj-0, last night I updated the pycrom_img_proc_fish environment to have ndtiff==1.6.1, to include GPU-enabled pytorch and torchvision, and to include cellpose.

I didn't test cellpose, but I did verify that PyTorch has GPU acceleration and that a CNN can be moved to the GPU. As I mentioned above, I will want testing code from you for this repository specifically. As far as testing the cellpose installation, I can do that using their standard tests, unless you need something different/additional.
