This request is one of a series found needed in my testing of building spack-stack on my macOS dev machine.
In my test, I've brought over the entire packages/libiconv/ directory which allowed it to build. Before, the version in spack-stack seems to have a conflict saying "Darwin does not work period", yet mothership spack-packages doesn't have that conflict.
@climbfuji do you remember any reason for that conflict? It seems to be JSCDA specific, but I can't seem to trace the history back
