The program won't open

When I double-click it, nothing happens. I’ve installed the .NET Framework 9 that it asked for, and I’ve run it as an administrator after changing its location. No folder is created in the AppData directory. I checked the Event Viewer, and this is what it shows.

I've noticed that every time I try to open it, a DMP file is created

I have the same problem. Also Windows 10. After the first unsuccessful launch, I received a message about the need to install NET.. Nothing happens when I open the installation file.
