Subject: [PATCH] Configure issue-pilot for this repository

The test command is the two pytest invocations CLAUDE.md prescribes: a
bare `pytest` at the repository root lets the `dof2md/` directory shadow
the tombstone module and fails `test_tombstone.py`.
