CoDICE Lo 3D Distributions: Use an L3 Efficiency Ancillary - Card 3274

Currently, the heplusplus and hplus 3d distributions products don't match what the CoDICE team has found. We believe some of the differences are due to the the L2 efficiencies varying over time. Instead we should use a new L3 ancillary that is constant across all time.

We should make this change on a branch and ask about whether to reprocess for the first data release.

Line 132 that sets up the output array:

    output = np.full((mass_species_bin_lookup.get_num_species(), num_epochs, num_priorities,
                      CODICE_LO_NUM_ESA_STEPS, CODICE_LO_NUM_SPIN_SECTORS, CODICE_LO_NUM_AZIMUTH_BINS), 0)

Creates output as an integer array (0 not 0.0); however, the normalization per event can be (likely is) fractional, and will be truncated. Potential cause of the remaining disconnect with CoDICE's values.
