Subject: [PATCH] updates to workflows and pre-commit-config

Update workflow to install python 3.11 to 3.14.  Add write permission to publish_pypi because the "source" workflow needs it for the coverage badge. Bump versions for pre-commit-hooks and ruff-pre-commit.
