As it stands now, RDNA 1 and 2 users need to either run windows, or unsupported drivers in order to develop against AMF.

A clear and concise description of what you want to happen.
The current package, 25.20, works fine without changes alongside RADV. As it stands now, the only issue I have encountered with it is on an RDNA 3 system, throwing an unsupported AV1 error. Ideally, the later packages would ship 25.20 for RDNA 1 and 2 users, and newer drivers for RDNA 3 and 4 users, making the install process easier.

Making AMF a more unified API across Windows and Linux would increase the APIs usability, and ideally adoption rate. This would also means that developers no longer have to rely on VA-API or Vulkan for encoding on AMD and Linux.
