Subject: [PATCH 1/2] ci: Run CI workflows on Depot CI

Move the Tests, SDK spec and CodSpeed workflows from GitHub Actions to
Depot CI. Publishing and release workflows stay on GitHub Actions.

CodSpeed now measures in simulation mode, as Depot runners are not
bare-metal.
