docs: reorganize for public docs — Getting Started, Guides, Models, API Reference, DOSafe, Support

Remove internal design docs and plans (already in project repos).
Add 17 public-facing documentation pages organized by section.
Add SUMMARY.md for GitBook navigation sidebar.
