Subject: [PATCH] Deploy site via GitHub Actions instead of branch-based Pages

The Pages source is currently "deploy from a branch" (trunk /docs), so
GitHub generates and runs its own pages-build-deployment workflow. That
generated workflow pins actions/checkout@v4 and actions/upload-artifact@v4,
which target Node.js 20 and now emit a deprecation warning on every run.
Those versions live in GitHub's infrastructure, not this repo, so there is
nothing here to bump.

Take ownership of the deploy instead. All four actions are on current
majors, which run on Node.js 24, clearing the warning. This also drops the
pointless "Build with Jekyll" step the legacy path runs against our
already-built Hugo output.

Pull requests build only; deploys are gated to non-PR events.
